「水道水を飲まないでください」

——2023年10月16日、岡山県吉備中央町円城地区に町内放送が響いた

何の疑いもなく使ってきた水道水が、何かよくわからないが「悪いもの」に汚染されていたと、住民らが知る瞬間。

「Kusari」は、その瞬間の前と後を行ったり来たりしながら語られる。

放送が流れた瞬間に子どもに食べさせていたカレーライス。

放送前日に開催された、900年以上続く祭りで作られた鯖寿司。

まむし焼酎を作るため、泥を吐かせる水。

赤子に飲ませた粉ミルク。

突然表面化した汚染の現実、自らの血中濃度数値を突きつけられた人々の名前のつけられない曖昧な感情、揺らぐ記憶、そして日々口にしてきた食…数値だけではとうてい説明することのできない汚染の広がりが、今も山間の町に横たわっている。

汚染の原因は、約千人に水を供給するダム上流に地元企業「満栄工業」が放置していた使用済み粒状活性炭だった。

工場排水の濾過に使われていた活性炭に大量に付着した有機フッ素化合物、PFASは誰も知らない約20年という時間をかけて、水道水に混入し続け、住民の体内に確実に蓄積されていた。

​国の規制や行政の後手に回る対応、企業利益や法的な抜け穴などの「鎖」に絡め取られ、発覚後も補償や除染に向けた動きはほとんど進んでいない。これは、未だ宙ぶらりんのまま、人々の血中と、広がる山間の中に静かに存在を続けているPFAS汚染の物語である。

“Do not drink the tap water.”

— On 16 October 2023, a local broadcast echoed through the Enjo district of Kibi Chuo, Okayama.

The moment residents learned that the tap water they had used without question had been contaminated by something they could not fully understand, only that it was bad. The narrative moves back and forth around that moment.

The curry rice being eaten as the announcement came through the speakers.

The mackerel sushi prepared for a festival with more than 900 years of history, held the day before the broadcast.

The water used to purge the mud from mamushi snakes before soaking them in shochu.

The baby formula given to infants.

The sudden surfacing of contamination. The unnamed and ambiguous emotions of people confronted with the PFAS levels found in their own blood. Unsteady memories. And the food they had consumed day after day. A spread of contamination that can never be explained through numbers alone still lies there to this day.

The contamination was caused by PFAS heavily attached to used granular activated carbon abandoned by the local company Manei Kogyo upstream from a dam supplying water to almost a thousand residents. Over the course of twenty unseen years, PFAS mixed into the tap water and steadily accumulated in people’s bodies. Regulations and administrative responses came too late, entangled in the “chains” of corporate interests and legal loopholes, while compensation and decontamination efforts have made little progress even after it came to light.

This is a story of PFAS contamination that remains suspended in a liminal state, continuing to exist quietly within people’s bloodstreams and throughout the surrounding mountain landscape.
